Rachel serves on the board of So Percussion and is a frequent volunteer with Project Open Hand and Habitat for Humanity. She graduated from University of Pennsylvania and is a San Francisco resident, a longtime runner, and a voracious consumer of music, theater, and culture.

David brings almost 20 years of wealth management experience to Perigon. He is also highly adept at portfolio manager research and due diligence, particularly in the context of making sure a given strategy is an optimal fit for a client’s portfolio. Prior to joining Perigon in June 2018, David was a Director at Avondale Partners, LLC, a boutique investment banking and wealth management firm based in Nashville, TN with offices around the country.
David’s background also includes two years as Vice President, Investments at UBS Financial Services, Inc., and more than five years as Vice President and Wealth Advisor at Morgan Stanley where he was part of Morgan’s Wealth Advisor Program — a training program offered to the top 10% of Morgan’s Advisors, specifically tailored to helping them serve the needs of High Net Worth clients.

Tracy Canning, Private Client Associate, has a strong background in developing communications strategies, managing programs, and creating educational content. Before joining Perigon in 2018, she worked as a program manager with the CFA Society of San Francisco, the Northern California HR Association and MAC’s Children and Family Services Inc.
Tracy earned a Bachelor of Arts (B.A.) with a double major in Psychology and Communication from UC Santa Barbara and a Masters Degree in Clinical Psychology from Antioch University-Santa Barbara.
Jonathan Masse, CFA®, Sr. Investment Strategist / Wealth Advisor brings more than 25 years of experience to his role at Perigon. Jonathan’s passion is to empower clients with proven financial strategies to accomplish their unique goals and help them “level up” and rise to the challenges ahead.
His first seven years in finance were spent trading options on the floors of both the Chicago and Pacific Exchanges. He managed portfolios for the next seven years at Barclays Global Investors on the initial iShares Capital Markets team; later moving to the Institutional Portfolio Management team. In 2007, Jonathan began an 8-year emerging global markets project with Princeton’s Burton Malkiel (author of the classic, “A Random Walk Down Wall Street”). In 2015, he consulted on three projects with firms producing six of ETF.com’s “15 Most Important ETFs”.
Community and pro-bono work also energize Jonathan’s work. He has coached 35+ seasons for youth sports teams and serves as an ASM for the Boy Scouts of America. He teaches CFA Exam Review courses and volunteers for the CFA-SF Continuing Education committee while also mentoring five finance professionals in the CFA Mentoring program. He is also a longtime Toastmasters member. As a father of a daughter, he has developed a special interest in empowering women of all ages to take control of their financial lives.

Dan comes from the recruiting world and joined Perigon in 2018 to help with the expansion of the firm through new partnerships and strategic M&A. Eric Jardine, Wealth Advisor / Operations, bring 20 years of investment and technology experience to his role at Perigon. As an investment advisor, Eric manages portfolios and coaches advisors on best practices to grow and service their clients. Over the last decade, he has implemented reporting, planning and CRM systems to inform strategic decisions to support growth.
Eric began his career as an equity derivatives trader with Wells Fargo. That led to a portfolio management role with Baker Avenue Wealth Management where he went on to become Managing Director before joining Perigon in 2018. Eric holds a B.S. in Finance from the University of Colorado, Boulder.
Dermott Larkin, Wealth Advisor, joined Perigon in 2018 and focuses on helping families, entrepreneurs, foundations, and institutions achieve their financial aspirations and independence. He brings more than 25 years of investment management experience in equity and options trading and institutional portfolio management.

Bill Rackley joined Perigon recently in order to leverage the company’s resources and opportunities to collaborate with specialists on behalf of his clients. He started his career as a Financial Advisor at Merrill Lynch’s San Francisco office in 2003 and then furthered his experience as a Private Wealth Advisor on one of Smith Barney’s largest teams in 2006. There he serviced growth oriented clients, many of whom receive equity compensation or seek guidance as they build their family’s assets.

Maya Joelson has two decades of experience advising top CEOs, policy makers, technology executives, and hedge fund managers, corporate executives, families, and individuals on their investment decisions. Her differentiated ideas have been featured in the Wall Street Journal and Barrons.
She worked as an equity research analyst on Wall Street covering US retail before moving to London where she focused on emerging markets. She later became the macroeconomist and financial market advisor to Rio Tinto, the second largest mining firm in the world. In this role, she provided global insight to the CEO on economies and financial and commodity markets including China, India, Japan, Chile, USA, and Europe. Early in her career, she worked for five years in technology, leading a telecommunications market launch for MCI (now Verizon) and working with top defense policy makers and PhDs in artificial intelligence to design advanced decision support software. Her software development firm, now part of Lockheed Martin Advanced Technology Labs, primarily worked on projects for DARPA, the research and development wing of the Department of Defense that sponsored the internet.

Jonathan Hoy joined Perigon in 2019 as the COO and Head of Advisor Success after a 15 year career in consulting. Throughout his career, Jon has led teams that helped some of the world’s most successful organizations transform their business growth, implement and improve business processes, and increase their leverage of technology.
His primary mission at Perigon is to ensure that we provide an exceptional experience for our Wealth Advisors and Clients. Phil Hart co-founded Perigon and serves as Perigon’s Chief Investment Officer. Mr. Hart also serves as the principal portfolio manager of the firm’s blue chip equity strategy and taxable and tax-free individual bond portfolios.
Mr. Hart was previously a Senior Vice President at Bishop Street Capital Management where he served as a Senior Portfolio Manager for high-net-worth clients and developed the Bishop Street Tax-managed Equity Fund.
He worked at JP Morgan Private Bank where he served as a Vice President & Western Regional Manager for the investment management division. Mr. Hart has also served as Senior Portfolio Manager at Northern Trust Bank.

Scott Elisha is the Portfolio Manager and Options Strategist at Perigon Wealth Management. Prior to Perigon, Scott was the Head Trader and Portfolio Manager at Lombard Street Partners. LLC. Scott was also a Co- Founder of LOG-e Solutions, Prior to Lombard Street.
Scott spent one year at Citadel Derivatives Group and was the Head Trader on the Pacific Options Exchange. Prior to Citadel, he was a Principal at Wolverine Trading LLC for 10 years, one of the largest options market makers in the world. At Wolverine, Scott was the Head Trader in charge of all index trading in the OEX complex on the CBOE from 1994-1998, and all trading in the San Francisco office on the Pacific Exchange from 1998-2004, and was also responsible for over 500 equity options as well as market-making in ETF’s and structured products. From 1989-1994, Scott was a Senior Options Trader and Associate Director at O’Connor and Associates in Chicago.

Mr. Paul is a member of several organizations including the Greater Boca Raton Estate Planning Council, the Financial Planning Association, and the NYS Society of CPAs. He is also active in his community where he sits on the Boards of The National Cancer Center, and The New York Says Thank You Foundation.
Mr. Paul has been nominated for the prestigious Barron’s list of top 100 independent financial advisors and is a participant in Barron’s Winner Circle Top Independent Advisors Summit. Mr. Paul is also a Registered Player Financial Advisor with the National Football League Players Association.
